I have moved to a new Windows 2003 Server and followed the install twice and keep getting this error message.  Any ideas or help would be appreciated.

This error is looking like it is having trouble getting the portal settings, possibly from a completed install without a proper portal alias.

Is this a clean installation or a migration of a site from one server to another?

If it is a move, be sure that you have a portalalias entry for the new URL.
